A network of European SME’s to boost the market of geospatial services:
The EUGENIUS Association was founded by nine European SME’s willing to develop a network constituted by enterprises from European regions. The ambition is to jointly deploy services to public and private customers, regional and local, which need cost effective and sustainable applications. These applications exploit the large number of geospatial information related to a territory and available today at local, regional or national levels.
The network comprises:
A “physical” layer constituted with regional exploitation platforms, operated locally by an SME, providing the services and delivering products to the users.
A “knowledge” layer constituted with the expertise of the SME’s, which share a catalogue of reference services and products. This “knowledge” layer is extended to any service provider willing to use the regional service platforms to deliver its own services and products. The main characteristic of the network is its openness to welcome other players.
The value proposition of this network of SME’s is cost effectiveness for the customers because of:
1. shared data related to the territory, including authoritative data, in-situ data, crowd-sourced data and EO data,
2.proven and largely used applications throughout Europe,
3.long term sustainability and
4.support by local service providers backed by a wide network of experts.
The local institutions located in European regions (metropoles, communities of cities, departments, regional agencies...) urbanization and environmental policy and monitoring, natural risks prevention and management, tourism, water management, forestry and agriculture monitoring, - climate change adaptation policy… Local commercial actors who can be interested to use the services results made available by the here-above listed institutions for deriving added value information towards commercial bodies acting over the same territory (farmers associations, urbanization offices, water distribution actors, insurers…).
The EUGENIUS concept is based on 3 foundations:
THE REGIONAL HUBS are local geo-information services platforms connected to Copernicus data and core services sources and interface with locally existing GIS and are populated with local data. The customers’ proximity brought by the regional partners shall allow taking into account key local specificities including access to locally available in-situ data.
THE APPLICATIVE TOOLS are thematic software suites able to process input EO data (images, and/ or other types of in situ data) to generate “applicative products”: land-cover maps, forests maps, agriculture classification, etc.). Each EUGENIUS applicative tool is owned by a EUGENIUS partner and has been already used in operational environment. It is designed to be adaptable to the local needs.
A set of ORGANIZATIONAL AND COMMERCIAL PRINCIPLES AND RULES allow each of the EUGENIUS partner to use any of the applicative tools for delivering in its region various services by using all capabilities of the regional hubs. Commercial agreements and replication operating rules are formalized among the EUGENIUS.
